As with many Melbourne businesses, the idea for Regis Capital was born over a coffee.
At the time, Kelvin Cheong and James Pellicano were institutional property bankers at one of Australia’s ‘big four’. Their experience was broad, their transactions many and varied, and their loan book valued in the billions.
Successful and respected, yet far from satisfied, the two envisaged a new model that better fulfilled the needs of mid-market property clients, while also delivering highly considered opportunities to institutional and private investors.
Operating as a debt fund—not a brokerage—it would be more responsive and more flexible than a bank, though just as diligent. Its solutions would be tailored, not turnkey. And it would capitalise fully on the pair’s better understanding of risk, their industry network and their genuine passion for property.

Management
Born in Singapore and Melbourne-based since 2000, Kelvin is a highly polished, extremely knowledgeable industry professional with a multidisciplinary skillset and track record of success spanning close to 20 years. Renowned for his personable nature, passion for property, creative problem solving, and commitment to continuous learning, Kelvin’s career evolved from early roles in valuation and banking, to the position of Director – Property at Westpac, with responsibility for institutional clients and a loan book valued in the billions. A member of the Fund’s Investment Committee, Kelvin is multilingual and has helped clients throughout the Asia-Pacific region to realise exceptional property outcomes.
Kelvin holds a Master of Business from Victoria University, a Bachelor of Business (Property) from RMIT University, and a Diploma in Building from Singapore Polytechnic.
He is also a a Chartered Member of the Royal Institute of Chartered Surveyors.
A property diligence specialist with a commerce background, James’ understanding of risk is second to none. A deeply analytical thinker and decisive problem solver, he has fulfilled a variety of property roles within the banking sector since 2004, including four years as state portfolio manager and responsible officer for Westpac in Victoria, where he managed the senior debt loan book valued in the billions. A member of the Fund’s Investment Committee, his innate ability to identify, quantify and mitigate risk ensures Regis delivers certainty for borrowers, and highly considered investment opportunities for our institutional and private clients.
James holds a Bachelor of Commerce from Monash University, as well as both a Graduate Certificate and Graduate Diploma in Property from RMIT University.
A member of the Fund’s Investment Committee, Cameron’s professional property career began as a certified practising valuer. In the nearly two decades since, he has been appointed to a variety of senior and director level positions, including advisory for one of the world’s largest real estate investment managers, and risk for the institutional property division of an Australian ‘big four’ bank. Along the way, he has built an extensive network of industry contacts and an enviable reputation for being an enthusiastic coach and mentor. Highly knowledgeable and greatly skilled, Cameron’s foresight and decisiveness enable Regis to identify and act on opportunities often well in advance of the market.
Cameron holds a Bachelor of Business (Property) from RMIT. He is an Associate of the Australian Property Institute (AAPI), a Member of the Royal Institute of Chartered Surveyors (MRICS) and a Board Member of the Australian Property Institute Banking and Finance Committee (Vic).
Sarah’s 15+ years’ industry experience spans all facets of structured property finance, and includes lead analyst and responsible officer roles for an Australian ‘big four’ bank. Risk focused, commercially minded and detail oriented, she has been instrumental in the successful funding of some of the largest property developments along the Eastern seaboard. Highly regarded both for her track record in finance deal assessment, and strong reputation not only in identifying and mitigating risk, but also in the documentation and ongoing management of exposures, she adds significant depth to the Regis risk framework.
Sarah holds a Master of Applied Finance, a Bachelor of Business (Accounting) and a Bachelor of Business
(Banking and Finance) minor in Econometrics from Monash University. She is a member of the Institute of Chartered Accountants in Australia holding a Graduate Diploma of Chartered Accounting.
A Chartered Accountant with over 15 years of industry experience, Jonathan has a keen interest in the property industry and specialises in advising high net-wealth private family offices. He regularly advises local and offshore property developers, funds and private lenders with their accounting and taxation needs. Jonathan takes a ‘hands-on’ approach to advising his clients and this is demonstrated by him being appointed to several of his clients’ advisory boards and also as a non-executive director. In his role as a non-executive director and advisory board member, Jonathan has assisted his clients in structuring debt solutions and navigating the challenges faced by property developers from planning to construction.
Jonathan holds a Bachelor of Commerce – Accounting from Macquarie University and is a member of the Institute of Chartered Accountants in Australia.
Having over 29 years’ experience in an Australian big four bank, Kathy is renowned for her exceptional operational leadership with corporate roles providing exposure in retail banking, business banking, corporate banking and over 12 years specialising in property finance. Kathy is exceptional at maintaining strong relationships with clients, stakeholders, and management and is highly experienced across the areas of business operations, financial management and banking regulatory compliance. Her degree of operational skills provides extensive strength to the Regis operational structure.
Tony is Executive Chairman of the Brady Group, one of the largest private developers of apartments in the Melbourne CBD. With more than 30 years’ construction industry success, and an extensive residential and commercial portfolio to his credit, Tony’s knowledge, intuition and determination continue to garner industry-wide respect.
